New York University Abu Dhabi (NYUAD) seeks to appoint a University Policy Program Manager reporting to the Director, Shared Governance and Policy Planning.

The University Policy Program Manager has overall responsibility for the University’s policy management program, performing an extensive range of complex and sensitive work assignments through the creation and development of policies, compliance monitoring, interpretation, application of, and training on, policies surrounding a broad range of matters common to higher education. Responsibilities include but are not limited to policy development, policy reviews, and providing advice on all NYUAD policies and NYU policies that are applicable to NYUAD. The role is facilitative and has challenging and meaningful work, immediate impact, University-wide contributions, change partnering, and leadership delivery. The role requires a combination of focus and flexibility and must be a highly resourceful individual with strong emotional intelligence, self-motivation, and integrity that acts with absolute confidentiality, where appropriate, with strong communication and analytical skills.

Key Responsibilities:

Technical Management

  • Is the custodian of approved NYUAD policies, procedures and guidelines
  • Develops and ensures compliance with appropriate templates and approval workflows for policies, procedures and guidelines
  • Oversees the editing of university policies, procedures and other policy documents
  • Works with content specialists to ensure that policy content is unambiguous, legally compliant and comprehensively written in a language which is easily understandable and sensitive to a multi-cultural context
  • Ensures all NYUAD policies are consistent and in alignment with one another
  • Coordinates the advancement of policies through the policy development and approval process in cooperation with policy owners
  • Assesses the technology in place to facilitate policy administration and makes recommendations for any changes in technology
  • Oversees the administration of NYUAD’s policy management system

Planning, Strategy and Advocacy

  • Establishes and maintains a strategic framework for policy formulation and review
  • Serves as the advocate for the NYUAD’s policy development process
  • Works with business owners to ensure appropriate awareness and communication strategies that will optimize understanding, buy-in and compliance
  • Oversees benchmarking and qualitative audits to ensure that NYUAD has an approved master list of applicable NYU and NYUAD policies, procedures and guidelines that are active and current and to be developed, and a plan to draft and update (or cause to be drafted and updated) the content of all NYUAD policies, according to a prioritized schedule
  • Serves as an NYUAD representatives on internal and joint committees and working groups assigned to review, oversee the drafting and revision of NYUAD (and NYU) policies, procedures and guidelines

Advice and Training

  • Provides advice and recommendations on policy development and interpretation misalignment
  • Provides presentations, briefings (written and verbally) and training workshops to key target audiences, including, but not limited to senior leadership and university department administrators on policy development, policy review processes, and the policy management system
  • Actively engages in departmental staff activities, including weekly staff meetings, strategic planning activities, as well as quarterly staff planning sessions

Required Education:

  • Bachelor’s Degree in Policy Management, Public Policy, Public Administration, Organizational Development, Business Administration or similar discipline

Required Experience:

  • Minimum of 5 years of experience in a relevant policy experience
  • Enthusiastic customer service orientation
  • Ability to work in a fast-paced, high volume environment
  • Demonstrated ability to work remotely with limited day-to-day direct supervision
  • Cultural competency and eagerness to learn
  • Knowledge of current issues and practices in policy development and management
  • Excellent research, analytical skills and creative problem-solving skills
  • Excellent interpersonal skills and the ability to work effective, collegially with a wide variety of diverse stakeholders, including senior leadership and business experts

  • Benchmarking skills, to include data collection, surveying, and data analysis
  • Excellent time management skills with the ability to manage multiple work assignment simultaneously; and to determine priorities without frequent guidance
  • Ability to work independently and as part of a team of compliance and legal professionals
  • Ability to negotiate successfully with individuals of differing points of view to achieve desired outcomes
  • Highly ethical, and the ability to handle complex sensitive and confidential information with discretion
  • Strong organizational skills, attention to detail, and ability to distill complicated technical and policy issues and resolve misalignment of multiple documents
  • Ability to communicate verbally and in writing clearly, succinctly, and persuasively and draft high-quality written materials in a large range of formats and under tight deadlines
  • Ability to quickly learn and navigate complex organizational structures
  • Ability to distill and interpret U.S. and UAE laws, applicable to higher education
  • Familiarity with using and/or ability to learn to use a wide variety of systems and software, including but not limited to Microsoft suite, Zoom, Dropbox, Google Drive/Suite, SurveyMonkey, and policy platforms such as PolicyTech
