Diplomacy, one of the prime human techniques to manage relations between politically organized groups, has undergone a profound transformation in the past few decades, due in large part to the information revolution, globalization, and the increased relevance of new non-state actors in international affairs. Does traditional diplomacy still matter in today’s world? How do diplomats and governments react to these changes? What skills are required to be a competent diplomat in the 21st century? With a special focus on the UAE, this lecture explores how concepts of public diplomacy and soft power have steadily gained significance in international relations.
