This workshop analyzes the increasing role that deterrence is playing in managing a growing set of persistent security challenges. These include threats from cyberspace and terrorist attacks, as well as the humanitarian and strategic costs imposed by rogue regimes. It also includes innovative thinking about the circumstances under which extended deterrence relationships can operate effectively when regional powers possess nuclear capabilities. This workshop brings together scholars and practitioners of international law, criminal law, national security and constitutional law, political science, Middle East studies, and strategic studies to consider the role of deterrence in managing these critical security threats, both in the context of the Gulf and throughout the new global security environment.
