The Office of Finance is responsible for the centralized finance functions of the University. Its departments are essential to NYUAD’s financial management and ensure that financial resources are expertly stewarded, that financial policies are clear and consistently applied, and that faculty, staff, and students have access to funding needed to operate effectively and efficiently.
The Office of Budget and Financial Planning is responsible for managing the preparation and continuous monitoring of the university’s annual operating, research, endowment, and capital budgets in collaboration with various stakeholders. The team is engaged in the preparation of the management report, internal budget reports, and various financial analyses along with ad hoc feasibility studies for senior management. In addition, the team is involved in maintaining and supporting the university’s strategic long-term financial planning through refinement driven by strategic goals and objectives.
Safeguard financial assets and investments, including working capital portfolio
Minimize financial (e.g., foreign exchange, interest rate) and operational risks
Support the banking and cash management requirements
The team is responsible to ensure that all financial transactions are properly recorded and reported. The team ensures the preparation and fair presentation of the Financial Statements for the university in accordance with accounting principles generally accepted in USA ( GAAP). This includes design, implementation, and maintenance of internal controls.
Billing and Account Receivables
Payment for goods and services that NYU Abu Dhabi Community procure through purchase orders and other means.
Payment for various expenses incurred by the Community in the conduct of University business.
Ensure compliance with applicable University policies and government regulations.
Maintain records of paid transactions for internal and external auditors.
Validate travel and reimbursements on Concur and support the Community with submissions according to published policies and guidelines.
Provide relevant information and tools to the Community to help them effectively manage their spent.
Value Added Tax (VAT) Management
Ensure University Finance and Operations are VAT compliant in accordance with local laws and regulations.
Substantiate tax returns and submit within due dates to Federal Tax Authority.
Collaborative strategic sourcing (RFP)
Manage Key Alliance Partners (KAP)
Obtain or buy high value and/or multi-year goods and services with KAP-vendors.
RFQ (three bids and a buy of low to mid purchases)
Vendor relationship management
Address quality issues
Coordinate with Logistics office for deliveries.

Mona Louca is the Assistant Vice Chancellor, Finance at NYU Abu Dhabi. In her role, she leads the University’s multi-year financial planning efforts and collaborates closely with NYUAD’s leadership and funding partners on its growth and financial planning.
Mona has more than 30 years experience in accounting, finance, and leadership. She has been with NYUAD since July 2012 and successfully ensures that her division is providing service to the faculty, staff, and students to allow NYUAD to carry out the University’s education and research mission.
Mona earned her bachelor’s degree from The American University in Cairo, has a Master's in Professional Accounting from Western Sydney University, and completed her CPA in Sydney.
