New York University Abu Dhabi (NYUAD) seeks to appoint a Financial Planning and Analysis Manager reporting to the Director, Budgeting, Financial Planning and Analysis.
Under the general direction of the Director, the Manager is responsible for managing the student portfolio of budget development, revenue reporting and expense variance analysis and other assigned divisions.
The Manager is responsible for collating information and maintaining communication across key stakeholders; for example, (but not limited to) the Controller’s Office, Global Education, Campus Life, Strategy team, Graduate Programs Office, the NYU New York Budget Office, individual department/program heads etc.
The Manager is expected to manage and deliver products which support the portfolio in yearly budget development, long range financial planning including advanced fiscal modeling & analysis, quarterly revenue recognition and expenditure projections, and develop reports and presentations which inform and identify financial risks at both the university and department or individual program levels.
The position is responsible for delivering against the agreed yearly budget development timeline, quarterly projection timeline, quarterly revenue recognition and biannual update of the university’s long range planning model (10-year plan). They are also responsible for fielding and addressing queries from budget holders within the student portfolio as well as from across the university when necessary.
Key Responsibilities:
Yearly Budgeting and long-range Financial Planning:
Assist the Director in preparing the annual budget in line with the agreed budget development and delivery timeline
Develop detailed centralized budgets for student direct costs, taking into consideration key drivers including; headcount, the cost of attendance, operational considerations and study away projections
Receive budget estimates from student portfolio Departments and critically examine them for correctness, accuracy and completeness including conformance with established procedures, regulations, and organizational objectives
Coordinate with all Departments and conduct challenge sessions prior to consolidating and collating the annual budget. Suggest suitable amendments where required
Coordinate with all Department Heads in order to obtain inputs and budget parameters
Assist in compilation of the overall budget for review
Assist with budget consolidation from the different models and divisions/departments
Prepare and support the Director in delivering budget materials and strategic models for NYUAD leadership, finance and budget committees including outputs to government partner
Assist where necessary with the development with the university’s long-range financial plan, ensuring the different models and key assumptions are updated in line with the agreed delivery timeline to inform the following year budget development.
Stakeholder Management:
Manage communication and information gathering across a key group of internal stakeholders to ensure that variances against budgets (both revenue and expense) are investigated and fully explained. Any risks or issues identified should be communicated back into the Budget Office
Support the university senior leadership and relevant internal departments in financial modelling and reporting related to key strategic decisions
Regularly meet with the relevant teams in NY and student finance who require information from or supply information to NYUAD in support of the student related budget portfolio
Meet regularly with individual Department heads and key budget links to discuss budget development, projections, in year variances and identify risks/issues ahead of time
Analysis, Projections, Reporting and Operations:
Pro-actively monitor actual expense and encumbrances against the budget and notify relevant Department Heads regarding any discrepancies. Coordinate and advise on budget modifications, transfers and reallocation
Review financial data for reasonableness and accuracy and investigate and resolve unusual budget versus actual variances
Review and verify revenue streams related to student activity on a monthly basis in support of the monthly management report and the quarterly Revenue reporting (ROC)
Monitor budget exceptions and through speaking to the relevant stakeholders and/or submitting budget adjustments resolve these in a timely manner
Manage the development of quarterly projections for both centralized budgets (student direct costs, financial aid, tuition and fees, Balance of trade etc.) as well as individual department budgets assigned (but not limited to)- based on budget owner input
Develop and deliver financial modelling (but not limited to) of student information in support of strategic decision considerations, ad-hoc in year queries or policy development
Taking into account any material changes within the business process and/or policy/regulation changes which may expenses, undertake necessary updates to the student models within long range financial plan
Assist in cost benefit analysis of ad-hoc financial requests. Undertake research on alternative and reasonable funding methods
Assist in answering queries and resolving issues right across the full spectrum of the budget where resources require this
Team Management:
Manage and direct day-to-day operational activities of direct reports to ensure timely delivery of activities
Provide ongoing career development, support and coaching for direct reports
Provide feedback to team, and identify need based training requirements for direct reports
Required Education:
Bachelor's degree in Business Administration, Public Administration or Accounting
Preferred Education:
Master's degree, Advanced degree
Required Experience:
5 years of progressively responsible financial management experience within a university, government organizational, multi-national corporation, or not-for-profit organization
Experience with budget and finance development and analysis, budget model development and staff supervision
Strong financial systems background with proven experience with enterprise financial reporting systems and computer applications such as MS Excel, MS Word, Tableau
Strong team leadership and management skills
Demonstrated planning, analytical, and problem solving skills
Strong quantitative and statistical modeling skills
Ability to work within a fast paced environment and analytical teams
Ability to understand long-term goals and broader planning parameters, to frame results of financial and policy analysis in a clear, cogent, concise, and compelling fashion
Ability to develop accounting/ budgeting policies and priorities within established guidelines and manage and evaluate accounting/ budgeting projects
Excellent written and oral communications skills with proven ability to effectively communicate with all levels of management, government and financial officials
